MUNICIPAL CIVIL REGISTRAR
Introduction
The Municipal Civil Registrar shall be responsible for the civil registration program, pursuant to the civil registry law, the civil code, and other pertinent laws, rules and regulations.
The civil registry law embraces all acts of civil life affecting the status of persons and is applicable to all persons residing in the Philippines.
The civil registrar is in charge of the registration and recording of vital events such as birth, marriage, death, adoption, legitimation, annulment of marriage, legal separation, presumptive death and other registrable events as required by law.
Registration data are necessary for government to make budgetary and other provisions for adequate services and facilities.
By virtue of the enactment into law of R.A. 9048, the civil registrar also performs quasi-judicial functions by accepting petitions for correction of clerical error and change of first name, and decide the same based on the documentary evidences presented.
Organization and Management
The Office of the Municipal Civil Registrar has the following plantilla positions, to wit:
• Municipal Civil Registrar
• Registration Officer II
• Registration Officer I
• Illustrator I
• Five (5) Casual Employees
Functions:
1. Develop plans and strategies and upon approval thereof by the governor or mayor, as the case maybe, implement the same, particularly those which have to do with civil registry programs and projects which the mayor is empowered to implement and which the sanggunian is empowered to provide for under the Local Government Code;
2. Accept all registrable documents and judicial decrees affecting the civil status of persons;
3. File, keep and preserve in a secure place the registry books required by law;
4. Transcribe and enter immediately upon receipt of all registrable documents and judicial decrees affecting the civil status of persons in the appropriate civil registry books;
5. Transmit to the Office of the Civil Registrar-General, within the prescribed period, duplicate copies of registered documents required by law;
6. Issued certified transcripts or copies of any certificate or registered documents upon payment of prescribed fees to the treasurer;
7. Receive applications for the issuance of a marriage license and, after determining that the requirements and supporting certificates and publication thereof for the prescribed period have been complied with, issue the license upon payment of the authorized fee to the treasurer;
8. Coordinate with the National Statistics Office in conducting educational campaigns for vital registration and assists in the preparation of demographic and other statistics for the local government concerned;
9. Exercise such other duties and functions as may be prescribed by law or ordinance.
Filing a Birth Certificate:
For Regular Filing (Requirements):
-Certificate of Live Birth (typewritten) (1st page (green) original, the rest carbon copy) Use and black carbon paper
- PhP 80.00 regular filing fee
Steps:
1. Go to Local Civil Registry Department (LCR) - G/F Binangonan Municipal Hall
2. Proceed to Window 21.
3. Submit and verify at Window 21.
4. Proceed to payment at Window 39.
5. Claim Birth Certificate at Window 24 after 11 – 15 working days.
For Late Registration (Requirements):
-Certificate of Live Birth (typewritten) (1st page (green) original, the rest carbon copy) Use and black carbon paper
-Affidavit of Two Disinterested Person
-Baptismal / Medical certification / Voter Affidavit / Form 137 or Transcript (school Records) / Dedication Cert. (Other Religious Group) / Barangay Clearance for Delayed Registration of Birth Certificate.
-Negative Result from NSO
-Marriage Contract (if applicant is married)
-If Married: Marriage certification of parents
-If Not Married: Affidavit of Paternity (Affidavit to use the surname)
-Fees:

Processing Period – 15Days
Getting a Marriage License:
Personal appearance of applying parties;
Both applicants must be of legal age 18 yrs old and above
Either one of the applicant must be a resident of Binangonan
If applicant is 18-24 years of age, parents of the applicant should accompany applicant to sign Parental Consent / Advice. Parents must bring valid IDs or Community Tax Certificate.
- Applicants must bring the following requirements:
- Photocopy of recent year Community Tax Certificate
- Photocopy of Birth / Baptismal Certificate or Voters Affidavit
- Either one of the applicant must be a resident of Binangonan
If one of the applying parties is a foreigner/alien
- Secure Legal Capacity to Marry (from their Embassy or Consular Office based in the Philippines)
- Passport
- If divorced, bring Divorced Papers
All Applying parties to attend Marriage Counseling and Family Planning Seminar at the Health Office.
Marriage License will be released (11th day) based on the date indicated on the claim stub, be sure to bring the claim stub and the Family
- Planning certificate.
