I. Functional Statement
The Human Resource Management Office (HRMO) assumes responsibility for the development of a comprehensive and balance personnel system and programs designed to promote morale, integrity, efficiency, responsiveness, progressiveness and courtesy in the implementation of government-wide personnel management progress in the municipality and effectively carries out the communication system with the Civil Service Commission.
The HRMO is responsible for the following:
1. Recruit and Examination
2. Selection, Placement and Promotion
3. Personnel Performance and Evaluation / Office Performance Eval. System (OPES)
4. Appointments and other Personnel Actions
5. Personnel Discipline
6. Personnel Welfare Benefits, Awards and Incentives
7. Leave Administration
8. Retirement / Terminal
9. Payroll / Loan Preparation / Timekeeping
10. Personnel Career Development
11. Inquiry on loans and other services
12. GSIS / Pag-Ibig / Philhealth Premiums / Loans preparation / Posting and Remittances
II. Objectives
1. Sends more personnel to seminars, trainings and conferences to upgrade their knowledge and skills in their respective fields.
2. To upgrade the level of CSC accreditation form level II to level III.
3. To provide career development path to all employees.
4. To provide employees additional benefits like hazardous pay, life and medical insurance / hospitalization.
5. To reward employees who excel in their work performance.
